NFPK chce státu ušetřit stamiliony: žádá zrušení Drábkovy podezřelé zakázky

The Anticorruption Endowment (NFPK) seeks suspension of the problematic implementation of new information systems by the Ministry of Labour and Social Affairs (MPSV). NFPK has therefore proposed that the Office for the Protection of Competition (ÚOHS) cancel the contract and addenda with Fujitsu Technology Solutions s.r.o. If the ÚOHS complied with our suggestion, the Czech State would save hundreds of millions of crowns.

The two-billion-crown contract on the new information systems was awarded without a public tender. The Ministry of Labour and Social Affairs had probably misused an earlier agreement on strategic cooperation, or more precisely a framework agreement between the Czech Ministry of the Interior as principal and the company Microsoft, or rather Fujitsu Siemens Computers s.r.o. “It is therefore necessary for the State to declare the contract null and void and call a fresh tender,” says member of the Anticorruption Endowment’s Board of Trustees Radim Jančura. His company, Student Agency s.r.o., acts as the submitter of the proposal to the ÚOHS. Unlike the NFPK, the company meets the conditions of potential bidder.

It is probable that Minister of Labour and Social Affairs Jaromír Drábek has used all means to prevent the publication of supplements to Executive Agreement 85/2011 not only because they reveal that the contract is overpriced, but also because he wanted to gain time. Proposals to the ÚOHS may be submitted within six months of signing the contract. Of key importance are the parts of the contract which have not yet been delivered and whose term has not yet expired, specifically Supplements 5 and 6 with a total value of about 740 million CZK. The Anticorruption Endowment will take further steps to bring about compensation for the losses incurred.

Furthermore, the NFPK sent letters on 16 March to the headquarters of the companies Microsoft and Fujitsu Technology Solutions, explaining the situation around the information systems installed at labour offices and referring to the intention of the MPSV. The NFPK has sent a letter with similar contents to the European Commission, which the MPSV expects to provide a multibillion-crown loan.

Way back on 23 February 2012 the NPFK filed a legal complaint against Minister Jaromír Drábek, his deputy Vladimír Šiška and an unknown delinquent over suspicion of criminal conduct of omitting due diligence in the administration of foreign assets, abuse of information and position in trade relations, taking bribes and other issues.
