Zásah ve Zlíně i díky NFPK

In July 2014, the Anticorruption Endowment (NFPK) filed a criminal complaint in connection with the economic management of Tomáš Baťa Regional Hospital in Zlín. The complaint was concerned with the padding of the hospital’s economic statistics, breach of the duty of trust, and plotting to solicit a public procurement contract. Yesterday’s police raid targeted an account falsification case, which may have led to damages amounting minimally to tens of millions of crowns.
In 2013 the Zlín hospital’s debts amounted to about 800 million CZK due to a virtually disastrous state of its economic performance. However, in an effort to tackle the situation, the Zlín Region granted it a significant loan, transferred in time to a donation. The region ignored the fact that the responsibility for such economic mismanagement rests on concrete persons, and it was the Anticorruption Endowment, and not the region, which ultimately delivered all the relevant findings to the public prosecutor.
In May 2013, Zlín Region councilors received a letter with an analysis of account falsification steps on the part of the Zlín hospital. It was the duty of the region as the sole shareholder to take an adequate action to minimize the damages in progress. Earlier, account falsification was cited in a report on forensic audit for the years 2006-2009. That report suggested a case of “overestimation of accrued items” and “falsified income and loss statistics”. Precisely the presentation of completely misleading data (due e.g. to overestimation) on accrued items may have led to significant losses.
“The Endowment’s criminal complaint included a wealth of information pertaining to public procurement contracts awarded without a public tender in breach of an internal directive and of course also the Public Procurement Act. Moreover, there is a suspicion about a suspect appropriation of business orders without a public tender, and demonstrably also the existence of duplicate orders,” says NFPK Analyst Janusz Konieczny.
